What a version choice costs, both directions
Windows Server Standard is licensed per vCPU on a minimum of four cores, under a Services Provider License Agreement, billed per active instance and pre-activated on first boot. The 2022 rate is TZS 5,000 per vCPU per month — TZS 20,000 a month on any plan up to four vCPU, TZS 40,000 at eight, and it scales with the core count from there.
The gap between versions is TZS 1,000 per vCPU per month in each direction, which makes the version decision easy to cost before you make it. At the four-core floor, moving up from 2019 adds TZS 4,000 a month and moving on to 2025 adds another TZS 4,000. On a 32-vCPU machine each step is TZS 32,000. In plan terms: the 8 GB Windows plan is TZS 186,600 a month on 2022 against TZS 182,600 on 2019 and TZS 190,600 on 2025, and the 16 GB Windows plan is TZS 370,200 against TZS 362,200 and TZS 378,200.
Those are shilling figures from a shilling rate, so the licence component does not move between the quotation, the invoice and the bank statement. Displayed prices exclude VAT; mainland VAT is 18% on digital and electronic services and is added at checkout. Annual billing runs ten months for twelve.

New systems going live this year
A Dar es Salaam business commissioning an ERP module, a document system or a line-of-business application this year wants the version its vendor has already shipped hundreds of installs against. That is 2022 in most support matrices — the release with a few years of other people's production behind it, and the one that gets deployed without a pilot.
The on-premises server that ran out of runway
A tower or a small rack running Server 2012 or 2016, out of support, on disks bought when the office moved. The application still works and the hardware is the risk. Rebuilding it on 2022 as a hosted instance turns an unbudgeted capital purchase into a monthly TZS line and keeps the staff experience identical over RDP.
SQL Server behind an ERP or a reporting stack
The database the finance module sits on, the reporting instance the analysts hit, the jobs that rebuild indexes at 02:00 and mail a report by 06:00. Current SQL Server releases are certified against 2022 first, which makes it the version that keeps both vendors answering the phone. NVMe underneath, and SQL Server licensing handled separately from the Windows licence.
Estates rather than single machines
Windows-first teams in Dar es Salaam rarely buy one box. Production, a staging twin, a build agent and a demo environment for the customer meeting — all on the same version so a fix proven on one is a fix on all four, all sized separately in shillings, all on one invoice.
A five-year plan that has to end before the support does
Procurement and finance ask the same question in different words: how long is this supported. Microsoft's extended support runs to October 2031, which covers a five-year plan signed today with room at the end. If the horizon has to reach further, 2025 runs to October 2034 and sits on the same account.

Typical in-metro round trips are around 6 ms in Dar es Salaam, ~2 ms in Nairobi and ~4 ms in Lagos.
Traffic between Tanzanian networks is exchanged in Dar es Salaam. The Tanzania Internet eXchange has run there since 2003 as a project of TISPA, the Tanzanian ISP association; PeeringDB records 32 networks and 798G of connected capacity there, with Akamai, Meta, Cloudflare and TTCL among them, and no fee to join. The point of a local exchange is a plain one: a packet from one Tanzanian network to another changes hands in the city, instead of being hauled to Europe and back to travel four kilometres.
International capacity comes ashore in the same city: SEACOM, EASSy and SEAS land at Dar es Salaam, a named landing point on 2Africa as well. Inland, the National ICT Broadband Backbone carries it onward — government fibre managed by TTCL, 13,820 km laid of a 16,280 km target as of FY2024/25, reaching every region and crossing into Zambia, Malawi, Kenya, Uganda, Rwanda and Burundi. One origin in Dar es Salaam therefore has a real answer for a user in Mwanza, a site office outside Geita and a clearing agent at Tunduma.
TCRA's count for the quarter ending March 2026 tells you who is at the other end: Vodacom 36.19 million subscriptions, Yas 31.85 million, Airtel Tanzania 23.75 million, Halotel 18.32 million, against 58.9 million internet subscriptions nationally, roughly 99% of them mobile wireless. The largest reaches under a third of the country: no carrier arrangement covers a Tanzanian audience, and being inside Tanzania covers all of them at once.
