What 2019 costs, in shillings you can check
Windows Server Standard is licensed per vCPU on a minimum of four cores, provided under a Services Provider License Agreement, billed per active instance and pre-activated on first boot. For 2019 the rate is TZS 4,000 per vCPU per month, so the licence inside any plan up to four vCPU is TZS 16,000 a month. Check it against the price list: the Linux 2 GB plan — 1 vCPU, 2 GB RAM, 40 GB — is TZS 43,900, and the 2 GB Windows plan on Server 2019 is TZS 59,900. The difference is the licence, in shillings, exactly where the arithmetic puts it.
The saving against the newer versions scales with the machine. At four cores, 2019 runs TZS 4,000 a month below 2022; at eight vCPU the gap is TZS 8,000; at the top of the range it is TZS 32,000 a month. In plan terms, the 8 GB Windows plan on 2019 is TZS 182,600 a month against TZS 186,600 on 2022, and the 16 GB Windows plan is TZS 362,200 against TZS 370,200 — shilling figures from a shilling rate, with no conversion in between.

The accounting or payroll package from the last decade
A Dar es Salaam business running the same finance software since 2017, on a thick client with a licence key, supported by an integrator who tests against Server 2019 and nothing newer. Moving it to a hosted instance replaces the tower in the corner without touching the application, the licence or the version its vendor will answer questions about.
Freight, clearing and customs applications
The declaration client and the middleware behind it, installed by an integrator when the process was last automated. The operators are in Dar es Salaam and the agents are at Tunduma, Rusumo and Namanga, all reaching the same machine. Nothing in that chain gains from being re-platformed to prove a point. The point of a local exchange is a plain one: a packet from one Tanzanian network to another changes hands in the city, instead of being hauled to Europe and back to travel four kilometres.
International capacity comes ashore in the same city: SEACOM, EASSy and SEAS land at Dar es Salaam, a named landing point on 2Africa as well. Inland, the National ICT Broadband Backbone carries it onward — government fibre managed by TTCL, 13,820 km laid of a 16,280 km target as of FY2024/25, reaching every region and crossing into Zambia, Malawi, Kenya, Uganda, Rwanda and Burundi. One origin in Dar es Salaam therefore has a real answer for a user in Mwanza, a site office outside Geita and a clearing agent at Tunduma.
TCRA's count for the quarter ending March 2026 tells you who is at the other end: Vodacom 36.19 million subscriptions, Yas 31.85 million, Airtel Tanzania 23.75 million, Halotel 18.32 million, against 58.9 million internet subscriptions nationally, roughly 99% of them mobile wireless. The largest reaches under a third of the country: no carrier arrangement covers a Tanzanian audience, and being inside Tanzania covers all of them at once.
